The eFAST MOA is available to all FAA business units and to other Federal agencies seeking professional, technical, and support services from small businesses. The award covers a five-year base period and includes two option years.
eMentum was qualified in the following task areas:
• Air Transportation Support (ATS)
• Business Administration & Management (BAM)
• Computer/Information Systems Development (CSD)
• Computer Systems Support (CSS)
• Documentation & Training (D&T)
The eFAST MOA will be the FAA’s preferred contract vehicle to obtain services from small businesses. It replaces the BITS II program. eMentum services under the eFAST MOA can be obtained under contract number DTFAWA10A-00204.

LCMS is a program to implement a common solution for the U.S. Attorney Offices and the DOJ litigating divisions to simplify the management of information, the support of individual cases and caseloads, tracking and reporting, and the collection of organizational performance data to support executive-level decision making and mandatory reporting to Congress and oversight agencies. This program will replace a decentralized, disconnected environment with an automated information management system. eMentum is providing system engineering and technical assistance to the LCMS Program Management Office, including technical advice, expertise, and support for the management of the implementation and integration vendor.
This contract expands eMentums strategic program management office support for the agency and demonstrates the quality services that our clients receive from eMentum consultants. As one of several enterprise solutions support contracts, the LCMS program is an example of how eMentum works strategically with clients to consolidate applications and to deliver enterprise architecture and solutions that are built once and applied across an integrated work force.
Bill Engel joined eMentum in 2006 as a Director leading software development process improvement, governance, and project management projects for eMentum’s largest clients.

In his new role, Bill will continue to provide strategic leadership to eMentum and its clients. In addition he will lead strategic initiatives involving technology innovation, partner relationships, and managing the company’s ongoing growth strategy.
Bill has over twenty-seven years of executive management and consulting experience at both small and large consulting firms, from which eMentum and its clients have realized numerous strategic and operational benefits. Prior to joining eMentum in 2006, he was a founder and CEO of Jump! Information Technologies, a technology consulting firm, and he has held various senior management positions with firms such as American Management Systems.
CDCS is an automated system to track and manage the debt collection and financial litigation efforts conducted by the U.S. Attorney Offices (USAOs), (including the private counsel), five Department of Justice (DOJ) litigating divisions, and the Office of Debt Collection Management. CDCS will allow the Department to move from the current environment where multiple systems are used by different organizations with debt collection responsibilities to a new environment where all of these organizations use a single, standard system.

With core competencies in strategic management, operational, and technological improvement, in addition to a five-year history of working with the DOJ, eMentum is uniquely qualified to support the agency’s deployment of its consolidated debt collection system. eMentum’s work with the agency includes support of programs such as the Identity Management System (IDMS), Litigation Case Management System (LCMS), the Justice Security Tracking and Adjudication Records Systems (JSTARS), and the Automated Electronic Guard Information System (AEGIS).
eMentum has provided expertise on the Homeland Security Presidential Directive 12 (HSPD-12)/Public Key Infrastructure (PKI) initiative for the DOJ since 2002. This contract expands the company’s strategic identity management support for the agency and includes services for program management, enterprise architecture, business process management, and software development and operations support, among others.

Beyond compliance with the HSPD-12 mandate, the DOJ, a sprawling federal department composed of 40 bureaus, offices, and boards including the Federal Bureau of Investigation (FBI) and the Drug Enforcement Administration (DEA), is implementing cutting edge identity management programs to provide selective access to its critical systems. The department’s IDMS initiatives seek to ensure that its systems are both secure and accessible to thousands of users spread across multiple organizations, including contractors.

The contract has a one (1) year base period of performance from September 15, 2008 through September 14, 2009, and two additional one year option periods.

The Department of Justice estimates a $5M volume of purchases through its BPA with eMentum over the next four years.
DOJ’s OCIO has Federally mandated requirements to develop, establish, implement, sustain and monitor a viable Information Assurance (IA)/Information Technology Security (ITS) Program for both classified and secure-but-unclassified (SBU) IT systems and environments within the agency and its federated components. The OCIO is also tasked with providing support and services to component CIOs in the implementation of Federal laws, regulations, and policies related to secure identity management and communications.
eMentum supports the OCIO with knowledge and experience in a wide range of IT program areas, including enterprise architecture, business case development, project and program management and support, independent verification and validation, and information assurance. OCIO has relied on eMentum for staffing DOJ’s Homeland Security Presidential Directive 12 project management office, public key infrastructure program, and other high visibility E-Government initiatives.
Under the BPA, DOJ will continue to purchase eMentum’s services using the firm’s General Services Administration (GSA) contracts:
